Dr. Raymond Zammit has practiced as a lawyer in the Maltese Courts since 1984. In fulfilment of his Doctoral degree, he submitted a thesis in Commercial law entitled ‘The obligation of delivery in the contract of sale’.
At present he is the managing partner of Ray Zammit Legal Offices. His practice areas primarily include Civil law, Constitutional law, Family law, Commercial law, Housing law, Industrial law and Criminal law. Dr. Raymond Zammit is also involved in matters of Housing policy and related areas of practice – in fact for several years and under different administrations he held the post of Secretary of the Housing Authority of which he still is the legal advisor. Over the years, he has held various prestigious positions and was appointed to chair various Arbitration Tribunals set up to investigate and decide on industrial disputes.
Dr. Raymond Zammit has also served as examiner within the Faculty of Laws, University of Malta.
Besides his professional engagements, in the past he held the position of President of a large political youth movement. He was also part of the highest organs of the same local political party. In 1987, he contested Malta’s General Elections. Currently, he serves as Electoral Commissioner in terms of the Constitution of Malta of which he has been a member since 2006. For fifteen years sat as a member on the Permanent Commission Against Corruption..

Positions and Appointments
- Formed part of the Commission set up to make recommendations on the rent reform in Malta – and was a major player in drafting the legislation on rent reform in Malta – Act 10 of 2009.
- Board Secretary and Head of the Legal Section at the Housing Authority.
- From 1998 to 2013 was a member on the Permanent Commission Against Corruption.
- Was a member on the Appeals Board on matters of Immigration.
- In 2006 was appointed chairman of an ad hoc Planning Appeals Board.
- In 2006 was appointed Electoral Commissioner in terms of the Constitution of Malta.
- Is currently Chairman of the Commission to investigate allegations of Bribery and illegal betting in football at the Malta Football Association.
- Was for two years a member appointed by the Government of Malta on the CEPEJ Committee – a committee set up by the Council of Europe to report on the efficiency of Judicial systems in Europe. Strasbourg 2004.
- Was a member on the FRA – Fundamental Rights Agency (EU).
- Represented the Government of Malta at a UN conference regarding the compliance of Malta to the Human Rights Charter of the UN. Geneve, November 2004.
